60% is a rather large chunk, and we also have to forgo further increases, and deal with shrinking production.

What specifically do you think is so expensive?

It depends on exactly what plan you use to get off foreign oil within 15 years. Some have relatively direct dollar costs, others have more complex costs (if you force or pressure people to buy smaller cars, they might pay less for them, and for fuel, but driving around in a smaller care when you would prefer a large one is still a cost).
