Republicans learned that even with scandals like what caused President Nixon to resign needn't be a concern any more. You just scream Vast Winger Conspiracy and loyal partisans are forced to rally in support.

If only Clinton had had enough honor to resign rather than put the country through what has turned into a decade of discord. What a piece of work.
