Nixon wanted the same ability of Kennedy and his predecessors to spy on domestic enemies, but wanted it to be in the Whitehouse. If he had allowed the FBI to keep their monopoly he might not have had to be brought down.

Maybe if the Clintons had used government trench coats do their dirty works rather than bring in their outside organization to do it, they wouldn't have had to be brought down.

I am not aware of any President prior to the Clintons that sought the unprecedented powers they sought. FDR had many of them, but nobody has accused him of some of the abuses that the Clintons appear to have availed themselves of.
