The best way to participate in an IPO is to become a customer of one the Underwriters. Fidelity however started offering IPOs to their customers since last year(?), though not an underwriter they have some agreement with Salomon Brothers so that Fidelity customers can participate in IPOs underwritten by Salomon.. Now that Travelers bought Salomon I dont know whether this service will continue, I am sure it will.

Another interesting point is that shares of hot IPOs normally goes to the best customers of these underwriters, small investors are left out in most cases, but sometimes they may get a few hundred shares if there is any left. Underwriters also frown upon on customers who sell these shares immediately after it comes to market.
