More like wouldn't produce enough return in the next couple of decades and possible might never have a positive return on investment.

Massive investment to get off of oil? Yes, I agree. Worth every penny within two decades. From a financial standpoint, absolutely.

Not a chance.

Worth every penny from a national security and environmental standpoint within one decade? Absolutely.

No real way to tell what the national security benefit would be, there is a chance there would be a loss rather than a benefit. As for environmental benefits they probably would occur, although exactly how great, and how much time and money it takes to realize them is rather uncertain.
