Clifford, the point is that war is a bloody and messy endeavor. You pretend that Clinton and Clark are capable of "splendid little wars," but the truth is that the Kosovo conflict was marred by thousands of civilian casualties, including those in the Chinese embassy.

And yes, there was also the impression of "wag the dog." If that bothers you, blame Clinton who couldn't even keep his pants on in the office.
