As to Saudi, it is not a theocracy. True but its much closer to being one than the US, or than IMO Bush would support. in which the government has chosen to cooperate with the religious right in order to have a wider support base than otherwise it could garner. Nothing unusual or wrong about seeking support from people with similar views to you. The Democrats also do it, most likely with less of a focus on religious groups but not with no focus on them. But it is also true that they have lent as much support to the religious right as they possibly could under the US law. No it isn't. As a result, I find it reasonable to assume that if those laws were non-existent and the religious right could provide the admin with substantial popular base, then they would have gone further. Even if Bush had supported the religious right as much as possible under current law, that is hardly evidence that he would support a much greater degree of entanglement with them than is current legal. Since Bush hasn't been 100% beyond the religious rights agenda you have even less reason to think he would support actual establishment of religion.
