If someone is deemed a "problem member" by a clerk, even an important clerk, and the "problem" exists for any period of time, requiring admonishment and special orientation warnings for the pages (Ugh!)....don't you think the clerk would have told somebody in authority...and maybe more than once, if only to protect his, the clerk's own butt? Isn't it fair to speculate that the leadership or their staffs must have known or should have known SOMETHING....
