Congress can send just about ANY Bill they want to the Whitehouse. It's the President that either signs or VETOES that Bill.

We all know that Congress LOVES to put as much "pork barrel" as they can into every Bill. That way they can go back to their constituents and say, "Hey, look at all the good stuff I got you!".

It's the President that's supposed to set the agenda and keep Congress under control, ESPECIALLY when his OWN party controls BOTH Houses of Congress.
