Good point, I should have done the math. From 1986 through 1992, the army dropped from about 781.0k to about 610.5k. That works out to be a 21.8% drop. From 1992 to 1998, there was a decline from 610.5k to 483.9k or a 20.7% drop. So the drop was even less, percentage-wise for the first 6 years of the Clinton administration.

So I guess I am still missing the nuance.
