This thing happened, the collapse of the Soviet Union. We were supposed to get this "Peace Dividend", because we didn't HAVE to spend so much on our military! Yet, here we are, with our stated enemies as the "Axis of Evil", who, all put together barely spend a 20th of what we spend on defense.
