The most solid one was the British plot. And the guys had nothing in place, not even passports. It is questionable whether or not the explosive in mind was even feasible. The others weren't even that close, and it is pretty obvious that the guys in Miami were trying to run a scam. While they deserved to be busted, claiming that as a victory against terrorists isn't the case. Even the FBI admitted that.
