Size is relevant because the size being small precludes a monopolizing of the public trough. At least ideally.

I know parasites in the old days paid people to stake a claim for them and in that way accumulated big land holdings. That should have been illegal IMO. It circumvented the intent to spread the ownership over a larger amount of people.
