That wasn't really the main reason to have out troops there. It would have been very good if we had found them, but fighting Al Qaeda and the Taliban there were and still are more important than capturing or killing any two specific people, even those two.

but we failed because Rummy decided to fight by proxy using Afghanis.

Not using proxies would have made the preparation for the invasion much more difficult and time consuming, and would have made the war much more costly in terms of American lives.
