You sound like John Galt (and probably proud of it). The problem with ideological pronouncements is that they don't always work... regardless of the ideology. That's why the pragmatists usually win.

You place incentives and penalties on efficient gasoline consumption clients, and the consumption will go down. That in turn will reduce the unproductive dollars going into gasoline, and also reduce the cost of gasoline.

It would do more to stimulate the economy than any tax cut that Bush and The Gang have even contemplated.

It's just one of those things that would work, regardless of ideological libertarian heresy.
