Kerry was groggy and didn't read the line correctly. It was a gaffe. There is a whole book filled with Bush's gaffes. Some of them are embarassing as hell, even one where he claims the GOP and terrorists are trying to destroy America together (wait, could that be true?). But you don't see democrats running their campaign on Bush gaffes.

In short, Iraq is a huge huge problem for Bush, the GOP, our country and our military and it's Bush's fault. There's nothing he can do to change that, though he's desperately trying.
