There was speculation over a year and a half ago that the "hidden stocks" of zinc had disappeared:

The last of the "hidden stocks" probably was used up on the one-day 103k tonne spike in spring of '05.

Smelters and mines have a little inventory, but it's all getting depleted during this crisis. Whatever inventory is around is clearly being used up as demand grows and supply can't keep up.

As this crisis hits the fan next year, if you could find an undervalued company finishing up a feasibility study on a world-class, low-cost zinc project in a politically safe area of the world, you'd be sitting pretty. If only we could find such a company... :)
