He is so RICH that he is certainly, as you say, talking the blue blue chips but the principle was stated without reference to what type of stock and I think it can be used for the pennies as well. Seems a decent rule given that no one knows much about HOW to sell. Perhaps a search engine would yield info on Sir John Templeton.
