Allen's repeated use of the word Macaca, and his comment "Welcome to America", left no room for doubt about his intentions.

In the case of the botched joke, clearly there is room for doubt. I see that a lot or Republicans think that Kerry meant to insult our troops. Clearly, it's to their political advantage to has his words interpreted in that way. I think it's unlikely that he meant to insult the troops, for the following reasons.

1 It's not in his self-interest: Most of you seem to think that Kerry always acts in his own self interest. So consider that Kerry would not gain anything from actually attacking the troops.

2 Context: When he was speaking, he was already on the subject of George Bush, and had already delivered several jokes about him. In this case, the only part of the joke that's missing is "... like George Bush."

It's just not plausible that Kerry really wanted to insult the troops. Doesn't make any political sense for him to do so.
