Kerry said, "You know, education, if you make the most of it, if you study hard and do your homework, and you make an effort to be smart, uh, you can do well. If you don’t, you get stuck in Iraq.” [now add "...like George Bush".]

Let's not forget the context.

Kerry was addressing a group of college students.

"You know, education, if you [students here, listening to my inane remarks] make the most of it, if you [students here, listening to me pontificate] study hard and do your [again, you students listening to me]homework, and you [students again] make an effort to be smart, uh, you [students, sitting here, wondering when this speech will be over]can do well. If you [again, students] don’t, you [students] get stuck in Iraq.”

Where was George W. Bush in that?

Where was the joke?

Only joke I see is John F. [my career has peaked and is on a downslide] Kerry.
