<China has delayed the issuance of 3G licenses several times as the government hopes to develop a mature homegrown 3G technology, industry insiders said.>

China hopes to steal QCOM intellectual property without attracting USA trade sanctions, by cobbling together a W-CDMA hagfish guild analogue, claiming that most of the patents for the bells, whistles, knobs, steering wheel, paint and headlights are invented in China, so the CDMA part is trivial and deserving of no royalty payment.

Unfortunately for them, even if they do steal the 2% or so royalty that they would have to pay, their pathetic TD-SCDMA will have such a trivial market compared with the total 6 billion people, that it'll never amount to much and will just dilute their success in export markets, which could dominate if they went flat out with CDMA2000 in 450MHz upwards.

All they have achieved so far is delays and opportunity cost. Wasting time on a pointless technology - they could call it the Edsel [their wonderful offspring].
