Obviously it isn't.


Probably more so due to problems with solar power as a mass solution than because we somehow haven't given large enough subsidies. Solar cells would come down in price with larger scale production, but I don't think we will have cheap efficient solar cells soon whatever type of subsidy we poor in to the effort (unless you mean cheap for the consumer and don't count the cost of the subsidies towards the cost of the cells).
