WASHINGTON, Nov. 2 — President Bush campaigned today in Montana, where he embraced its residents’ dislike of taxes and wariness of federal interference while he tried to help Senator Conrad Burns survive a close race.
“Senator Conrad Burns understands the importance of having good judges on the federal bench,” Mr. Bush said, to cheers and applause, at a rally in Billings. “We believe that judges ought to strictly interpret the law and not legislate from the bench. Confirming federal judges is one of the most important responsibilities of the Senate, and it is one of the most important issues at stake in this election.”

Mr. Bush also described Mr. Burns and other Republican candidates as standing valiantly against tax measures favored by Democrats. “We believe that you know how to spend your money far better than the federal government does,” Mr. Bush said, again to applause. “That stands in stark contrast to the Democrats, who want to take more of your own money because they think they can spend it better than you can spend it.”
