Bill -

Did he say "uneducated"? No. He said "if you study hard and you do your homework, and you make an effort to be smart".

I've never heard anyone who knew Bush in college say that he "studied hard" or "did his homework". The one person I know who knew him then says that he was a "frat boy" and a "partier". She also says that she liked him then and still finds him likeable.

By the way, even if it wasn't a "fair" joke, would that mean it wasn't possible that Kerry wouldn't be using it? Both Democrats and Republicans have used "unfair" jokes against opponents since forever, basically.
