I would wager that your solution was on the table, and that it failed to implement because international cooperation is easily said, next to impossible to do. The UN is a nice idea that simply does not work.

I'd say that trying to get a U.N. or other multilateral peacekeeping force in place and getting ourselves the hell out of there would be one idea, as a start If we could ever convince the U.N. to help us. Stop trying to control the whole rebuilding process and let other countries make a little money helping out, so that they might be motivated to lend a hand.
