Ah, but you are focusing solely on some alleged lack of nuke infrastructure to the complete exclusion of everything else.

That's not how the real world works.

When you take everything Saddam was doing in proper context those documents make the case for removing him stronger.

The possession of those documents is a big deal. It adds to the plethora of evidence that Saddam was was not boxed in, but instead he was thwarting inspections while actively defying the Cease Fire Agreement.

We know with near certainty now that Saddam attempted to buy yellowcake in 2001.

And we also know they did keep nuclear related materials & equipment hidden from inspectors.

Now add those documents into the mix.

Why do all of that if you have no plans on making nukes?

We know with near certainty that Saddam had every intention of resuming WMD production the minute his bribes broke the sanctions & inspections regimes.

We know with near certainty that Saddam used OFF money to make massive purchases of illegal equipment & materials to improve his WMD program capabilities. And Saddam continued to improve his WMD program capabilities right up until the day he was removed from power.

There is little doubt then that adding those documents into the mix adds to the justification for Saddam's removal.
