My take on that is we often don't enforce other UN resolutions and have sometimes thumbed our own noses at the UN. We haven't invaded Israel for instance despite the fact that they have ignored U.N. Resolutions - we in fact support Israel. We have voted against UN Resolutions that had over 90% support in the UN thwarting the will of the overwhelming majority of countries in the world mostly having to do with Israel. So we pick and chose which UN Resolutions to support which makes us somewhat disingenuous when we use a UN Resolution as justification to invade a country.

Given that Saddam probably did in fact break at least parts the UN Resolution of 1991 but even Bush wasn't 100% sure of that preceding the war "The leaders discussed the prospects for a second resolution, but Mr Bush said: "The US would put its full weight behind efforts to get another resolution and would 'twist arms' and 'even threaten'. But he had to say that if ultimately we failed, military action would follow anyway." He added that he had a date, 10 March, penciled in for the start of military action. The war actually began on 20 March.".

I think the decision to invade Iraq was first made then cover was looked for - part of that cover was the UN Resolution of 1991 and pre-war hype about WMD's. This has become apparent as information about things that occurred prior to the War has leaked out.

The funny thing about my own personal view on the war is I wasn't against it at first. I assumed all the things we heard about WMD's and ties to the 9-11 highjackers was true. I suppose I also thought the War would make good TV like the war of 1991 did. I found it didn't however - but thats about how deeply I thought about it - I trusted Bush to know what he was doing. I also think if things had worked out the way Bush thought they would - an easy victory over the conventional Iraqi army and then easy sailing - the "Iraqi War" would be yesterdays’ news. It’s been in the ensuing years that the Iraqi war hasn't turned out the way it was sold - this has turned me against the war because it occurs to me that the people on top making the decisions don't really appear to have clue what they are doing. I think this view is typical of a lot of people as we have seen sentiment slowly turn from support of the war to a majority against it. Now it seems the Iraqi war has done more harm than good.
