For acute shortages, we have the SPR. I think it has an 80 day supply.

One question I've had on the SPR that I can't find the answer to is: What obligation does a company have wrt where the refined product goes?

Suppose Exxon buys sweet crude from the SPR are they required to use the resulting, e.g., gasoline in the US? I wouldn't think so. Once the oil is refined accountability is lost. They can't tell you whether a tanker of gas comes from Canada, Mexico, Saudi Arabia or the SPR. Therefore, the gas then goes on the global market. China could buy it FWIW. ... I think [guess].
