Not once did federal spending ever decline YoY. Cuts in some programs were more than offset by increases in other related programs.

Clinton was fortunate enough to have a booming economy cover the rest of the increases. Sure, he helped control the increases to spending, but the only area in which he made massive cuts without offsetting increases in the same area was defense.
