Congress votes for the spending. The vast majority of that spending was based off of bills initiated in a Democratically controlled House of Representatives.

Between 1945-1980 when the deficit as a percentage of GDP was going down, the Dems controlled both houses of Congress 98% of the time, no matter whether the president was a Dem. or a GOPer. However, since 1980, when the president was a GOPer and the GOP controlled the Senate, the budget deficit as a percentage of GDP began to increase dramatically. The only time the defict went down under a GOP controlled Congress was when the Republicans were under the fiscal tutelage of a Democrat....Bill Clinton.

At a minimum, with the advent of the second Bush and the 108th and 109th Congresses, calling the GOP the party of fiscal responsibility and calling the Dems fiscally irresponsible brings new meaning to the term hubris. Remember, its the GOP that keeps bringing this issue up......not the Dems.
