I am guessing you missed the word "nearly"? Now true, the figure of $247 billion is bandied about. But that doesn't include a lot of off-budget items. So the actual dollar amount is higher, probably very much higher than that. But, ok. Take the $247 billion. That is still a very large stimulus to the economy. To put things in perspective, let's look at this

Now this is the debt and not the deficit, but the blue graph is corrected for inflation. You see that there is a jump for WWII, and then the corrected deficit is more or less flat until we hit stagflation in the late 1970's. Still, under Carter, it was brought under control, only to take off like a scalded cat under Reagan. No wonder the 1980s were prosperous. Finally, it was brought under control under Clinton, only to pick up it's largest delta since WWII under Bush.
