now suppose 100,000 tibetans wants to do same to india?

now suppose 1 wants to do an illegal border crossing, and the border guard is a mile away without hope of catching up?

now suppose 50 million chinese would like to settle in NewZealand, seeking political protection?

Now, suppose one wants to enter maurice's house without permission. Is the authority that let such one loose responsible for the consequences of the original illegal border crossing? of course yes, and I can just see the NYT headlines, "Chinese officials sanction invasion of private New Zealand homes, and border guard did nothing to prevent illegal crossing".

The one wishing to leave China and settle in India or NZ or USA ought to apply for permission, from the intended receiving country, first.

Maurice, 500 million would like to apply for entry to NZ. How many do you want?
