the website you linked, in the "reference by system" section, shows a decrease of 1.2 million in PDC subs and 265,000 new. They have moved entirely into CDMA systems from non-CDMA, no?

Sure, and that transition from PDC to some form of CDMA has been going on for years. If you look at the numbers from the previous few months they dont really differ from October.

I assumed these are outfitted with $200-300 handsets.

I doubt it....at least if they are buying handsets with Docomo. They provided some details on ASP's a few years back and WCDMA handsets were running around $500 and PDC handsets were around $400. They havent given exact numbers in a while, but I believe that WCDMA ASP's have fallen less than 10% over the last few years.

I doubt KDDI's handsets are very cheap either. They are almost all made specifically for KDDI and the combination of high-end features plus low volumes means very high average selling prices. Softbank might be different but I havent heard any details.

The upside in Q's ASP's during the 2nd quarter was probably almost single handedly driven by Docomo. They had a huge increase in inventories which really impacts QTL's numbers.
