Part of the problem was Bush's loyalty to his friends and appointees. Some, including me, call it a virtue, but it is unfortunately misplaced in big-time politics.

The drubbing the GOP took would not have been nearly as severe if Rumsfeld had been forced out and Cheney retired for health reasons months ago. It would have shown some flexibility. To get rid of Rumsfeld now is to act after the horse is out of the barn.
