P&W is not waiting for anything. Their turbines will run on green pea soup; this thing is doable today. P&W could lend-lease one MobilePac turbine for the first 40MW and take payments from revenues which should be $45+/Meg/hour off peak, probably double that for on peak MWs.

Permitting of Peaking and Base Load plants takes a little time, but it is well underway from what I hear. Hard design can be completed, and construction can be mobilized and Fast-Tracked, as soon as their are enough signed process and site drawings, Eviro statements and contract agreements on the table. If the power plant landowner is a team player, they could be out there with surveyors, Cats, and Skinners doing site prep already.

Push comes to shove, the Biofuel has to be so close to BioDiesel already that if everything at USSE went to hell in a handsack, they could easily covert it to the latter with very little sweat.

The engineer and I addressed your P.T. Barnum issues, and I'm good to go with it - if that matters. I also picked up another little nibble at $0.40 just a bit ago.

John :-)
