You got that almost exactly backwards.

Rummie is being attacked by some disaffected military who found themselves to be unloyal, and treated appropriately for it.

Clinton was roundly criticised by members of his own party*, as well as virtually everyone. Partisan apologists have been trying to rewrite history for a decade or more, with few people buying it.

That being said, Secretary Rumsfeld took responsibility while Clinton never has.

* Democrat Senator John Kerry called Clinton an uncommonly good liar.
