Votes are tabulated electronically. The electronic machines spew out a printed ballot. The printed ballot is given to a single election official who is not being supervised to ensure that they are being properly handled. These same ballots were not being properly handled with them "spewing out on the floor".

Democrats knew that Virginia was a battleground. My comment was merely that is could be intentional, not that it is.
