Chimps kill off males from neighbouring tribes, but I think females are okay. They even go off to join other tribes. Good for DNA propagation. Yes, maybe we instinctively like to keep women and children out of it... maybe we hope that if we don't kill theirs, they wont hurt ours. But - true - it is proving to be a one way attitude. I think that the modern Western way of conducting warfare is more humane.... but lately it is proving to be ineffective. It makes us too predictable. The opposition has the power and the will to intimidate the "civilians" when needed -- we do not. Besides, as you noticed, the "civilians" have the same basic beliefs as those who fight against us. After several decades of relative peace and prosperity we have become soft, tolerant, and very... humane. It will take a lot to seriously piss off America and the rest of the West -- but an impossible task it isn't
