CJ, I see your well-described points, but I was just explaining what the California voters probably thought of when they rejected Prop 87. The fight between its supporters and its opponents was based on heavy rhetoric. The supporters claimed this would stick it to big oil and help clean up the environment and get us off of foreign oil. The opponents claimed that this would be another tax that funds more bureaucracy and increases prices at the pump.

You're probably right about the tax not having a direct material impact on the price of gas, but there was much more to it than that.
