I think you are taking this too personal as an action against Canada. There are ships from almost every country in the world using the St. Lawrence Seaway. I'm sure if Canada thinks there's something hinky about a ship in the Seaway headed to Windsor, the Canadian Government would be asking for help from the US in stopping it.
