I read this claim and I invested in Cymer inspite of it, not because of it. I find the claim to be arrogant and unsupportable. For example, I wonder if Akins included Jim Hobart (founder of Coherent) in the denominator of his 60% calculation. I'm sure that Jim hasn't written any papers on DUV lasers, but if the subject took his fancy, Jim would quickly be at the top of the field. So what is the meaning of the 60% number. There is no meaning. If there is money to be made, it will take 6 months for the number of "DUV experts" to increase by a factor of 10.
