Displayed poor coordination, maybe even incompetence yes, displayed the attitude "Ow well, sucks for them", no.

While people were fighting the flooding in New Orleans, Bush was at a fundraiser in San Diego, playing his guitar and trying to raise money for the GOP. And you don't think that was a "Ow well, sucks for them moment"?
