There really isn't a lot of hard proof. All of the arguments are pretty abstract. The Republicans tried to impeach Clinton and it failed primarily because they weren't able to convince the people that it was the right thing to do. So if things go all the way to impeachment, then the Democrats need to have all their ducks in a row, with a lot of evidence.

Cheney will likely resign anyway. If Poppy's bunch is taking over, and there certainly are signs of that, Cheney won't be happy being sidelined. He certainly isn't going to take one for the team.
