You can't claim that the Conservative move to tax income trusts was a surprise if you keep abreast of Canadian politics, and you shouldn't be investing in Canada unless you do.

(Not that I support Flaherty's move.)

It should also be no surprise that the Conservatives are ideologues who will make decisions they think are right regardless of their consequences. The whole Reform initiative was a successful attempt to purge the former Progressive Conservatives of their modifier by purging the pragmatists and Red Tories that used to to give the party balance and made it a serious contender against the always pragmatic and centrist Liberals.
