I am 100% certain we can make moral judgements and promote moral values outside of any religious framework. And people can also choose to let their values be determined through obeisance to a particular religious dogma or leader. I prefer values flowing from a rational base, and I distrust those developed in ancient thinking in prescientific (prerational) times. You are quite right that behavior permissible between adults is inappropriate for children.
