Actually, if the conversion chambers had to come from directly from USSE, be maintained by USSE-authorized service personnel only, and the process control of the chamber was 'black boxed' in a sealed controls enclosure, they could do it either way. IF something quit, they maintenance people could just change out a black box like they do on a military or commercial jet.

That would preclude having 'Duke' try to auction off the Bush Baked Beans secret recipe when Jay Bust was out of the office.

With today's modern high-speed fiber optic and satellite communications, the process recipe could actually be downloaded into the controls system for each new batch. The recipe could then dumped when that batch was loaded out. This is done every day in candy and food plants where you switch from red LifeSavers to green LifeSavers, or oatmeal cookies to chocolate chip cookies, on the fly.

That would also aid in accounting for royalties; using X$ per download in coordination with flow meters or weigh scales for discharged product.
