My point for asking the question was that to some, the term means "fiscally responsible," while to others, it can means minimizing social safety nets and such.

I am all for social safety nets but not at the expense of fiscal solvancy. The extent of the safety nets has to be agreed upon by the citizens who must be willing to pay higher taxes. Only the most enlightened communities in the US are willing to make such a move.
