Ask the Repugs. They specifically prevented any use of the military. And if the inspectors were back in as in 03 do you think anyone outside of someone who wanted to use the American military to get his family revenge would have been so foolish as to invade Iraq to "nation build"?

Yeah sure, the Repugs were big time "nation builders" in 98. But then, who knows what the Repugs were thinking...they were too busy impeaching for committing adultery and keeping the country from devoting any efforts to serious matters.
