Voter disenfranchisement was HUGE in Florida 2000 and Ohio 2004. This was not a coincidence. It was real, it happened and it definitely put Bush in power. It was also illegal, unethical and intentional.

It is very possible that the heightened awareness led by democrasts like RFK Jr. and the press, led by trusted anchors like Lou Dobbs, did the trick. They scared the GOP dirty tricksters into pulling back. Also, they were only able to disenfranchise massive amouints of voters in the states they controlled where the races were seen to be very tight. Ohiuo was a blow-out for democrats and in Florida the GOP candidate could clearly win without cheating. Rove is a pragmatist. He only cheats where and when he needs to.
