In your perfect fantasy world, leaks don't occur.

Back here on planet Earth gasoline spills occur all the time. Ranging from the constant motorist overfills of their tanks to larger leaks from pipelines and refineries, and even larger leaks from bulk distribution plants.

I personally wrote quite a number of checks from a special account in my name to pay for the damage caused by some of these leaks when I worked for Chevron. Your comment that "leaks are mostly avoided these days" is simply delusional.

A liquid product like MTBE, which is not biodegradable, is a disaster when added to a widely used product like gasoline as leaks are inevitable in the real world. To make matters worse, MTBE is soluble in water.

This is why Chevron lobbied against Exxon and their MTBE product when lead was phased out. Exxon won that battle and shot themselves in the foot in the process. Switching to ethanol rather than MTBE could have saved the oil industry roughly a hundred billion dollars in damage claims and environmental clean-up. Costs which are still rolling in. MTBE clean-up costs in the state of New Jersey alone exceed $750 million.
